Boating Service Officer


Boating Service Officers (BSOs) are employed across NSW to ensure that all people using the waterways of NSW do so in a safe and environmentally responsible manner.

BSOs undertake patrols and inspections to ensure that waterways users are complying with the requirements of licensing, registration, speed limits, aquatic events and pollution controls.

They provide community education on a wide range of recreational boating activities, such as boating safety and environmental issues including pollution control. They also provide customer service to the boating public both in and out of the office.

An additional responsibility is the management of moorings. This involves the investigation of mooring licence applications to ensure the moorings placed in a bay do not become navigation or environmental hazards.

BSOs also investigate incidents and prepare a number of reports for their Regional Managers on issues affecting the waterways, such as boating accidents, aquatic licences and navigational aids.

Finally, they are responsible for the assessment, planning and maintenance of navigation aids and systems to ensure safe navigation for all users of the waterways.

The ideal candidate for a Boating Service Officer is someone who, amongst other attributes, has excellent communication skills and can influence others in a positive way. They would be self motivated, committed to self-development and to continually improving their performance. They would be the sort of person who can take responsibility and be accountable for their actions.

The selection criteria for Boating Service Officers follows:

  • Knowledge of the regulations relating to recreational and commercial boating matters
  • Demonstrated capacity to analyse and review issues
  • Ability to communicate effectively both orally and in writing including capacity to communicate clearly by radio
  • Proven competency in small boat handling and extensive experience in recreational boating including launch and retrieval of trailer boats
  • Proven ability to work with limited supervision and as a member of a team
  • A current NSW motor vehicle driver’s licence
  • Coxswains Certificate, or the ability to obtain one within 3 months
  • Foundation computer skills

Customer Service Officer


Customer Service Officers (CSOs) are employed in all NSW Maritime Customer Service Centres to provide an efficient and effective service to our clients. They support the work of our on-water colleagues and have a wealth of knowledge about our products and services.

CSOs provide advice and assistance to NSW Maritime clients in the office, on the phone, at external events and through correspondence. They provide information on recreational and commercial boating matters such as moorings, boat licences and vessel registrations.

They prepare routine correspondence on recreational and commercial boating matters including response to client enquiries, requests for information as well as undertaking a range of administrative functions. Typical office tasks may include maintenance of office equipment, acquisition of stationary supplies and ensuring adequate supply of business forms.

CSOs have cash handling responsibilities and are required to follow policy and procedures to ensure that accuracy and relevant documentation are maintained.

The CSOs also assist in liaison with local groups/organisations such as special interest groups to provide boat licence testing. They assist with on-the-job training of new staff and trainees.

CSOs are an important front line service provider for NSW Maritime. Ideal candidates would enjoy working with the general public and be proactive in problem solving. They would be positive, good communicators, flexible and approachable. They would be the sort of person who enjoys a challenge and works well in a team environment as well as being capable of operating efficiently and responsibly on their own.

The selection Criteria for Customer Service Officers follows:

  • A demonstrated understanding of customer service principles with previous experience in customer service role in a service industry.
  • Some experience in transacting business involving cash handling, reconciliation and banking.
  • A positive attitude and ability to relate to other people and to work co-operatively as a member of a team.
  • An understanding of and experience in computer applications in areas such as data entry or points of sales transactions.
  • A demonstrated capacity and willingness to learn new and different concepts of some complexity and to apply that knowledge to achieve specific objectives.
  • Effective oral and writing communication skills.

Environmental Services Officer (ESO)


Environmental Services Officers work on Sydney Harbour ensuring it is clean and free from navigational hazards. Officers work on a 3 days on/3 days off roster and form part of a multi-skilled ESO team which is on duty 365 days a year. In addition to its daily functions, the team is also responsible for buoy laying and crowd control services at special events such as Australia Day, the Sydney to Hobart Yacht Race and the New Year’s Eve celebrations.

Although each day brings different challenges, the typical day of an Environmental Services Officer could involve:

  • Preparing vessels for daily activities, including checking the vessels and equipment are in safe working order
  • Navigating and driving the vessels to ensure their efficient and safe operation and their correct positioning at required locations
  • Locating and removing navigational hazards and rubbish from the water
  • Safely operating a range of equipment including beach cleaning vehicles, fire pumps, chainsaws and oxy cutting equipment
  • Carrying out basic vessel, equipment and tool maintenance and
  • Completing daily reports, performance standard logs and safety reports

The ideal candidate for an Environmental Services Officer is someone who understands the importance of the harbour cleaning role and is adaptable, positive and flexible.

To be successful in this position, you would be required to meet the following essential criteria:

  • Coxswains Certificate
  • Crane Driver Certificate (Class 10.4) or the ability to obtain one within 3 months
  • Dogman Certificate (Class 2), or the ability to obtain one within 3 months
  • Ability to communicate effectively including by two way radio
  • Proven ability to work as part of a committed and motivated team
  • Current recreational boat licence and motor vehicle driver’s licence
  • Basic administration skills
  • Demonstrated experience in the operation of a chainsaw, oxy cutting equipment and fire pumps
  • Basic customer service skills
  • Basic vessel, vehicle and equipment maintenance skills
  • Proven competency in small boat handling

Policy Officer


Policy Officers develop both operational and non-operational policy as well as procedures, guidelines, reports and submissions relating to marine safety, environment, port matters, maritime security, NSW Maritime products and services, and related issues. They must take into consideration the views of various stakeholders and ensure legislative compliance, timeliness, non-ambiguity and customer orientation.

On any day, a Policy Officer may have to:

  • Investigate emerging issues
  • Undertake research
  • Formulate options for consideration
  • Review or develop policy
  • Prepare reports, submissions and guidelines
  • Undertake projects and keep to specified timeframes and budgets
  • Critically analyse and draft responses to government policies, plans and strategies
  • Liaise with other government agencies and the private sector
  • Represent their Division and NSW Maritime on internal and external committees
  • Prepare and present material on policy and procedures
  • Participate in the training of representatives from other Public Sector Authorities

An effective Policy Officer requires an enquiring mind and the capacity to communicate well with others. They must build effective relationships with others and confidently present ideas in person and in writing. They must think logically and present effective arguments to support their position.

To be successful in this position you are required to meet the following criteria:

  • Knowledge of the range of marine safety, environment, NSW Maritime products and services and related issues such as port matters and maritime security matters dealt with by NSW Maritime
  • Demonstrated experience in development and administration of policy and projects, particularly in the areas of research, analysis, formulation, interpretation and evaluation
  • High level communication, negotiation and interpersonal skills
  • Excellent project management skills
  • Demonstrated conceptual, analytical and problem solving skills
  • Computer literacy together with experience in using PC based software packages
