Macleay River, Frederickton, NSW

Rock Platform-Bridge Construction

21 March 2012 to (estimated) 31 October 2012

 

THE WORKS

Roads and Maritime Services (RMS) advises that a 3.2km bridge is to be built over the Macleay River and adjacent floodplain. This bridge forms part of the Kempsey Bypass. To provide safe, stable access for plant and personnel a temporary rock platform will be built in the Macleay River approximately 700m downstream of Frederickton.

Vessel operators are advised that RMS has declared that the above works, which are to be conducted on the Macleay River from 27 July 2011 (estimated conclusion 31 October 2012), are a Special Event pursuant to Section 12(2) of the Marine Safety Act 1998.

The rock platform will extend approximately 170 metres from the southern river bank and will be approximately 70metres wide.  While the rock platform on the northern side of the estuary is being removed the southern platform will be constructed at the same time.

orks will be carried out between the hours of 7am and 6pm daily.

SPECIAL EVENT & EXCLUSIVE USE AREA

Due to the potential to affect the safety of navigation, a Special Event Area (‘the Area’) will be established around the works on the navigable waters of the Macleay River approximately 700m downstream from the Frederickton township  between the above times.

This Special Event/Construction Area will be will be bounded by a silt curtain and yellow special marks (yellow buoys) and lights at night, at intervals of approximately 50 metres. A navigation channel will be maintained between the northern bank of the Macleay River and marked with a starboard (green) and port (red) buoys on both approaches to the Special event/Construction area.

DIRECTIONS

RMS advises that in relation to the Area:

  1. Persons within the vicinity of the Area must comply with any directions given by a Boating Safety Officer or Police Officer in relation to the Special Event.  Failure to comply with any such direction is an offence (Marine Safety Act 1998, s.15A - Maximum Penalty $3,300.00).
  2. A 4 knot speed limit will be imposed within 100 metres of floating plant or work in progress;
  3. In addition, vessel operators are reminded to:
  4. Keep a proper lookout at all times;
  5. Keep vessel wash to a minimum so as to not impact the works. Creation of such wash is also an offence (clause 9(2) Marine Safety (General) Regulation 2009 – Maximum Penalty $5,500.00) ash impacting on the works is an offence; and
  6. Maintain a safe distance from any work vessels associated with the operation.
