Port and Maritime Security

Maritime security has increased in importance in recent years in response to threats of terrorism.

In 2003, the International Maritime Organisation (IMO) developed the International Ship and Port Facility Security (ISPS) Code. In the same year. the Commonwealth Government also introduced the Maritime Transport and Offshore Facilities Security Act 2003 to bring Australia’s port operations into line with the new international code. Under this Act, ports are obliged to develop and submit a comprehensive security plan to the Commonwealth Government for approval. These plans are valid for a period of 5 years.

Each of the Port Corporations have developed comprehensive security plans for their respective ports which have been approved by the Commonwealth Department of Infrastructure, Transport, Regional Development and Local Government (DITRDLG). In addition, as the manager of the Ports of Yamba and Eden, NSW Maritime has developed security plans for the regional ports. These plans have also been approved by DITRDLG.

Maritime Security Identification Cards

Under the Commonwealth Maritime Transport and Offshore Facilities Security Act 2003, all personnel requiring access to Maritime Security Zones are required to obtain and display a Maritime Security Identification Card (MSIC). From, 1 January 2007, all personnel working in any port in NSW is required to hold and display an MSIC at all times, demonstrating that they are cleared to enter and work in maritime security zones.

Security Guidelines for Passenger Vessels

The security of ferries and commercial vessels has also become increasingly important. To assist the industry in meeting its security obligations, NSW Maritime has developed Security Guidelines for Ferry and Charter Vessel Operators.

The Safety Management System for Commercial Vessel Operators has also been revised to include revised security measures for commercial vessels.
